What Is KEP? Registered Electronic Mail Explained
KEP (Kayıtlı Elektronik Posta, Registered Electronic Mail) is the legally recognized form of e-mail in Turkey. The identities of the sender and recipient are verified, and the time of sending, delivery and the content are recorded so they cannot be changed afterwards. In short, KEP is the electronic equivalent of a registered letter with return receipt or a notarized notice, delivered in seconds.
KEP address prices start from 520,00 ₺ per year (VAT included). See all KEP packages →
Legal basis
KEP accounts are provided by registered KEP service providers (KEPHS) authorized by the Information and Communication Technologies Authority (BTK). Turkish Commercial Code No. 6102 (Article 18) lists KEP, together with a notary and registered mail, as a way for merchants to send notices and warnings to each other. Under the Regulation on Official Correspondence (Official Gazette of 10 June 2020, No. 31151), public institutions in the e-Correspondence project must accept official correspondence sent by KEP. Messages signed with a qualified e-signature have the same legal effect as a handwritten signature under Electronic Signature Law No. 5070.
Who uses a KEP address?
According to BTK, the KEP legislation does not impose a general obligation to use KEP. However, public institutions may ask the parties they correspond with to use a KEP address, and KEP is widely used by companies, sole proprietorships, self-employed professionals (accountants, lawyers, doctors), associations and anyone who needs proof of delivery.
Formal notices between merchants (ihtar, ihbar, termination, default notices) that would otherwise go by notary or registered mail.
Petitions and official letters to institutions that publish a KEP address.
Sending contracts, tender documents, price offers and account statements with proof of delivery.
General assembly invitations, board notices and other corporate communications.
Rules you should know (BTK)
- Sending a KEP message requires an e-signature; you do not need one only to receive messages.
- KEP is a closed system: you cannot send to or receive from ordinary e-mail addresses (Gmail, Hotmail, etc.).
- A KEP account cannot be transferred or assigned. A personal account may only be used by its owner; a company designates one or more authorized users.
- Companies (legal persons) must be listed in the KEP directory; listing is optional for individuals.
- You may hold more than one KEP account, from the same or different providers.
- If you close your account, sending and receiving stop, but you can still access it for at least 3 months. A closed address is never given to someone else.
- If you lose your password, contact the KEP provider's call center.

Frequently Asked Questions
What is a KEP address?
KEP (Registered Electronic Mail) is an e-mail system that records who sent a message to whom, when it was sent and when it was delivered, with the force of legal evidence. It lets you prove electronic communication just like a notarized notice or a registered letter with return receipt.
Is a KEP address mandatory?
According to BTK, the KEP legislation does not impose a general obligation to use KEP. However, public institutions may ask the parties they correspond with to use a KEP address, and Turkish Commercial Code No. 6102 accepts KEP for notices and warnings between merchants. That is why companies, sole proprietorships and self-employed professionals widely use KEP.
What are KEP credits, and what happens when they run out?
Every KEP message uses credits. When the credits included in your package run out, you can buy additional credits from the "KEP Credits" page in your customer panel or from the credit top-up page; they are loaded to your KEP address once the payment is confirmed.
Can I choose my KEP address myself?
Yes. When you enter your first and last name (company name for corporate) on the application form, address options generated by the KEP provider's rule are listed (for personal accounts: name.surname, name.surname1 and so on). You pick one; if it has been taken in the meantime, the next available address in the list is opened with your consent.
How do I apply for a KEP address?
You apply online on our website and choose your KEP address. For companies, the company name, tax number and authorized person details are required. Your account is opened within 30 minutes after payment; to activate it you need an e-signature or a mobile signature.
What happens when my KEP address expires?
We remind you before it expires. You can place a renewal order for the same address with the "Renew" button in your panel; we recommend renewing on time to keep your address and your correspondence history.
